Strengthening inspections of livestock farms in Hoa Hiep commune

(BTNO) – Recently, people have reported that the livestock farm of Thanh Thai Livestock Company Limited (Hoa Dong A hamlet, Hoa Hiep commune, Tan Bien district) discharges foul-smelling pig manure, causing air pollution, directly affecting people’s learning, health and daily life.

In addition, people also reported that currently in Hoa Hiep commune, there are about 10 pig farms that have been and are preparing to operate. With a small commune with many pig farms, the environmental pollution situation in the coming time will be more serious.

Therefore, people recommend that the relevant authorities pay attention to directing and inspecting the construction of pig farms in the commune in general, and the discharge of waste by Thanh Thai farm causing pollution in particular, to return a clean environment to the people in the commune.

The closed cold farm pig farm (farm) of Thanh Thai Livestock Company Limited (company) is in accordance with the planning of the province according to Decision No. 20/2024/QD-UBND dated June 13, 2024 of the Provincial People’s Committee on promulgating the list of residential areas in areas where livestock farming is not allowed in Tay Ninh province; has been appraised and licensed by the Provincial People’s Committee, departments, branches and local authorities.

According to people’s feedback, on May 21, 2024, Tan Bien District People’s Committee chaired and coordinated with the Department of Natural Resources and Environment, Tan Bien District Police, Hoa Hiep Commune People’s Committee, Hoa Dong A Hamlet Management Board to inspect the compliance with environmental protection laws at the company’s farm.

Through inspection, the delegation noted that the farm has been raising pigs since February 2024 and has built a wastewater and exhaust gas treatment system according to the granted environmental license; Wastewater is stored in biogas tanks and settling ponds with HDPE plastic waterproofing. At the time of inspection, the team did not detect any discharge of untreated wastewater into the environment.

The inspection team coordinated with the Tay Ninh Center for Natural Resources and Environment Monitoring (a unit licensed by the Ministry of Natural Resources and Environment to operate in the field of environmental monitoring) to take ambient air samples at 2 locations as requested by representatives of households and schools: the fence behind the exhaust fan of the rows of barns about 35m towards the residential area; The fence position behind the fan draws the rows of barns about 45m to the north in the direction of the prevailing wind.

The results of sampling and analyzing the air environment around the farm of Thanh Thai Livestock Company Limited are all within the permitted limits of the prescribed standards.

The analysis results of 4/4 parameters (SO2, NO2, NH3, H2S) all meet the prescribed national technical regulations on the environment. The People’s Committee of Tan Bien district has announced the inspection results to the people to reflect on the company’s compliance with environmental protection laws.

During the process of raising livestock and poultry on farms, odors will arise, however, the results of sampling and analyzing the air environment around the farm all have results within the allowable limits of the prescribed standards.

On June 14, 2024, the Department of Natural Resources and Environment coordinated with the Department of Environmental Pollution Control, Ministry of Natural Resources and Environment to inspect the compliance with environmental protection laws for the company’s farm, the results recorded that the farm had built a wastewater and exhaust treatment system according to the granted environmental license.

To strengthen measures to minimize emissions and odors, the Company regularly sprays enzyme preparations to deodorize areas and signs a contract with Japan-Vietnam Smart Future Joint Stock Company (JVSF), implementing construction according to technology Japan on organic carbon in barns and manure.

On June 24, 2024, the Farm completed construction and trial operation of 12/16 barns, and is expected to complete and trial operation of 16/16 barns by June 30, 2024. In addition, the company is importing filters from China to install an additional odor treatment system after the exhaust fan.

At the time of the farm inspection, the delegation did not detect any discharge of untreated wastewater into the environment.

Currently, in Hoa Hiep commune, Tan Bien district, there are 9 pig farms approved by the Provincial People’s Committee for investment, ensuring regulations on livestock density in the province until 2030 according to Decision No. 02/2021/QD-UBND dated January 18, 2021 of the Provincial People’s Committee, of which 1/9 farms are approved by the Ministry of Natural Resources and Environment environmental impact assessment report, 8/9 farms had their environmental impact assessment reports approved by the Provincial People’s Committee and environmental licenses granted.

In the coming time, the Provincial People’s Committee assigned the Department of Natural Resources and Environment to coordinate with functional agencies and local authorities to strengthen inspection and supervision of farms, and strictly handle violations in the field of environmental protection.
